    This article discusses the situation of the Latgalian language in Latvia today. It first provides an overview of languages in Latvia, followed by a historical and contemporary sketch of the societal position of Latgalian and by an account of current Latgalian language activism. On this basis, the article then applies schemes of language functions and of evaluations of the societal position of minority languages to Latgalian. Given the range of functions that Latgalian fulfils today and the wishes and attempts by activists to expand these functions, the article argues that it is surprising that so little attention is given to Latgalian in mainstream Latvian and international sociolinguistic publications. In this light, the fate of the language is difficult to prognose, but a lot depends on whether the Latvian state will clarify its own unclear perception of policies towards Latgalian and on how much attention it will receive in the future.

    Linguistic Landscapes (LL) sind in der internationalen Soziolinguistik und verwandten Disziplinen in aller Munde. Seit Mitte der 2000er Jahre sind Studien, die sich als Teil dieses Ansatzes verstehen, wie Pilze aus dem Boden geschossen. Seit 2008 hat es in fast jährlichem Rhythmus gut besuchte Tagungen gegeben, die sich ausschließlich mit Linguistic Landscapes beschäftigen - sowohl mit Fallstudien aus aller Welt als auch mit theoretischen und methodologischen Fragen. Folgerichtig sind nicht nur eine Vielzahl von Einzelaufsätzen erschienen, es hat auch mehrere Sammelveröffentlichungen gegeben, und seit 2015 erscheint ein eigenes Journal unter dem Titel „Linguistic Landscapes“ (vgl. Gorter 2013 für einen Überblick über die Entwicklung des Ansatzes). Obwohl auch Wissenschaftler, die im deutschsprachigen Raum tätig sind, sich in den letzten Jahren den Linguistic Landscapes gewidmet haben, hat die Methode in deutschsprachigen Publikationen jedoch bisher nur einen vergleichsweise geringen Stellenwert eingenommen. Dieser Beitrag möchte somit zum einen Grundlagenarbeit leisten, indem er die Idee der Linguistic Landscapes noch einmal vorstellt und seine Entwicklung der vergangenen Jahre nachzeichnet. Zum anderen soll im Kontext dieses Bandes der Nutzen des Ansatzes für die Analyse von Sprachen von Migrantengruppen diskutiert werden. Schließlich wird der Beitrag durch einige Bemerkungen dazu abgerundet, in welchem Maße die Untersuchung von LL einen Nutzwert haben kann, der über wissenschaftliche Kreise hinausgeht. Grundlage für diesen Beitrag sind internationale Veröffentlichungen der letzten Jahre, vor allem aber gehen Erfahrungen aus eigenen Studien mit ein, die wir seit 2007 mit unterschiedlichen Zielsetzungen im Baltikum und in Deutschland durchgeführt haben.

    Unser Aufsatz diskutiert aktuelle Debatten zu Sprachen und Mehrsprachigkeit im Bildungssystem in Lettland. Theoretischer Hintergrund sind Debatten zur Mehrsprachigkeit, zu Spracheinstellungen und zur heteroglossischen Ideologie. Nach einer kurzen historischen Einführung in Fragen des sprachlichen Ökosystems Lettlands stellen wir Beispiele aus der aktuellen Reform der Schulcurricula vor, die Mehrsprachigkeitsansätze aufgreifen. Diese Reformversuche werden allerdings durch weit verbreitete Diskurse in der lettischen Gesellschaft abgelehnt. Anhand von Reaktionen von Bildungspolitikern und in journalistischen Texten zeigen wir, wie einflussreich traditionelle Vorstellungen vom Sprachlernen nach wie vor sind und wie eine Modernisierung des Lettischunterrichts mit Fragen von nationaler Identität verbunden wird, in denen bisweilen sogar offen xenophobisch argumentiert wird. Gleichzeitig wird deutlich, wie im Diskurs im Interesse der „Rettung der lettischen Sprache“ mit Mythen und Halbwahrheiten operiert wird. Der dritte Teil des Aufsatzes stellt in diesem Kontext zwei Studien unter Lehrern in Lettland vor, in denen explizit nach Einstellungen und Praktiken zu Code-Switching, Translanguaging und ähnlichen Phänomenen gefragt wurde. In den Antworten zeigt sich die Spaltung der Gesellschaft; jedoch zeigen die Ergebnisse auch, dass Perspektiven für einen modernen und mehrsprachigen Sprachunterricht in Lettland durchaus vorhanden sind.

    “Linguistic Landscapes” (LL) is a research method which has become increasingly popular in recent years. In this paper, we will first explain the method itself and discuss some of its fundamental assumptions. We will then recall the basic traits of multilingualism in the Baltic States, before presenting results from our project carried out together with a group of Master students of Philology in several medium-sized towns in the Baltic States, focussing on our home town of Rēzekne in the highly multilingual region of Latgale in Eastern Latvia. In the discussion of some of the results, we will introduce the concept of “Legal Hypercorrection” as a term for the stricter compliance of language laws than necessary. The last part will report on advantages of LL for educational purposes of multilingualism, and for developing discussions on multilingualism among the general public.

    This paper discusses how the regional language of Latgalian in Latvia has benefitted from societal discourse on the antagonism between speakers of Latvian and Russian in Latvia. Triggered by the 2012 referendum on Russian as a possible second state language of Latvia, Latvian politics (exemplified by politicians' statements since 2012 as well as by 2014 election manifestoes) as well as society at large (displayed by e.g. increased attention in the educational sector and the media) have started to devote considerably more attention to the region of Latgale, including its cultural and linguistic heritage. The paper thereby argues that speakers of Latgalian have gained a noteworthy increase in voice, even though the future of the variety is still considered to be uncertain.

    This chapter introduces readers to the context and concept of this volume. It starts by providing an historical overview of languages and multilingualism in Lithuania, Estonia and Latvia, highlighting the 100th anniversary of statehood which the three Baltic states are celebrating in 2018. Then, the chapter briefly presents important strands of research on multilingualism in the region throughout the past decades; in particular, questions about language policies and the status of the national languages (Estonian, Latvian and Lithuanian) and Russian. It also touches on debates about languages in education and the roles of other languages such as the regional languages of Latgalian and Võro and the changing roles of international languages such as English and German. The chapter concludes by providing short summaries of the contributions to this book.

    This article looks at Latgalian from a perspective of a classification of languages. It starts by discussing relevant terms relating to sociolinguistic language types. It argues that Latgalian and its speakers show considerable similarities with many languages in Europe which are considered to be regional languages – hence, also Latgalian should be classified as such. In a second part, the article uses sociolinguistic data to indicate that the perceptions of speakers confirm this classification. Therefore, Latgalian should also officially be treated with the respect that other regional languages in Europe enjoy.

    This paper gives an overview of activities which have been carried out in the field of Linguistic Landscapes (LL) at Rēzekne University College (Rēzeknes Augstskola, RA) since 2008. Between 2009 and 2012, LL research was carried out within the framework of one of the work groups of the TILRA project funded by the European Social Funds (ESF). TILRA has had the overarching aim to support research in the humanities which may be helpful for understanding local identity and contribute to the regional development of Latgale. In this light, LL research has proven to be of high value for triggering effects in education at all levels, academic research and for enhancing discussions within politics and regional development. ; Raksta mērķis ir izvērtēt lingvistiskās ainavas laukā paveikto, apkopojot piecu gadu pieredzi un ieskicējot nākotnes perspektīvas turpmākajos pētījumos un studiju procesa satura plānojumā. Rakstā pamatā ir izmantota deskriptīvā pētniecības metode un kontentanalīze. Būtiskākie secinājumi: Lingvistiskās ainavas izpēte dažādās teritoriālajās vienībās Baltijas valstīs ir notikusi kopš 2008. gada, iesaistot arī studentus un vidusskolēnus. Lingvistiskās ainavas izpētes un metodoloģijas pilnveides rezultātā Rēzeknes Augstskolā (turpmāk – RA) ir izveidota kvantitatīvo un kvalitatīvo datu bāze, izstrādāti daudzveidīgi individuālie un kolektīvie pētījumi.Turpmāk ir plānots lielāku uzmanību veltīt Latgales skolu ainavai un citu iestāžu mikrovides izpētei, Latgales pilsētu datu salīdzinājumam ar citu Eiropas valstu reģionu lingvistisko ainavu, korelējot kvantitatīvos datus ar diskursa analīzes daudzveidīgo pieeju iespējām.

    Our paper discusses family language policies among multilingual families in Latvia with Russian as home language. The presentation is based on three case studies, i.e. interviews conducted with Russophones who have chosen to send their children to Latvian-medium pre-schools and schools. The main aim is to understand practices and regards among such families “from below,” i.e. which family-internal and family-external factors influenced the choice of Latvian-medium education and what impact this choice has on linguistic practices. The paper shows that there have been critical events which both encouraged and discouraged the choice of Latvian-medium education. The wish to integrate into mainstream society has been met by obstacles both from ethnic Russians and Latvians. Yet, the three families consider their choices to be the right ones for the future development of their children in a multiethnic Latvia in which Latvian serves as the unifying language of society.

    2008. godā tyka veikts pietejums, kura golvonais mierkis beja raksturuot niulenejū latgalīšu volūdys lūmu izgleiteibys sistemā. Itys roksts prezeņtej byutiskuokūs pietejuma rezultatus. Pietejuma īrūsme sajimta nu „Mercator Education Centre“ (Merkatora izgleiteibys centra), kas dorbojās Nīderlaņdē Ļuvortā (frīzu volūdā — Ljouwert), Frīzejis proviņcis golvyspiļsātā. Piļneigs pietejuma izvārsums ar Merkatora izgleiteibys centra atbolstu publicāts izdavumu serejā „Regional Dossier Series“ (Regionalūs dosje sereja) angļu volūdā. Itys roksts golvonom kuortom dūmuots taidam adresatam, kas mozuok ir saisteits ar Eiropys volūdu izpietis institucejom i kam roksti angļu volūdā var saguoduot izpratnis voi atrasšonys gryuteibys. Partū pietejuma suokumā teik dūts seikuoks metožu i mierķu raksturuojums, paskaidrojūt pietejuma strukturu i rezultatu apkūpuojuma veidu, kai ari dūts puorskots par latgalīšu volūdys lūmu myusdīnu izgleiteibys sistemā. Sacynuojumūs ir īzeimātys nuokūtnis perspektivis i prīšklykumi dabuotūs rezultatu izmontuojumam. ; Our paper presents the most important results of a research carried out throughout 2008 in cooperation with the Mercator Education Centre, the Netherlands. A detailed account of our research has been published in English in the “Regional Dossier Series” of the Mercator Centre. We provide an overview of where the Latgalian language is today present in education, and conclude with an outlook into the future and some suggestions for the use of our results. In our paper we stress that both educational efforts, research and motivation campaigns are needed — for which educational staff, researchers, language policy makers, local authorities, and active organizations and individuals have to cooperate. As a major aim, Latgalian would strongly need support through additional presence in the prestigious domains of language use in society.
